Authorizes the Director of Development Services to exercise all of the powers, duties and functions of the Council in respect of development permits under s.490 of the Local Government Act (the ‘Act’), including the power to require an applicant to provide a landscaping security by way of an irrevocable letter of credit or the deposit of securities in a form satisfactory to the Director of Development Services (s. 502). The Director is also authorized to vary or supplement a bylaw under Divisions 7 and 10 of Part 14 of the Act; to include requirements and conditions or set standards under Sections 491 of the Act; to impose conditions respecting the sequence and timing of construction; to amend development permits that have already been issued; and to authorize extensions of the time specified in a development permit within which construction must substantially start.
