Following on the heels of a February 2024 agreement with BC Hydro to install a new EV charging hub at the Colwood Park & Ride, Council has approved a second BC Hydro partnership to provide an additional hub of public electric vehicle charging infrastructure in the City's Royal Bay neighbourhood.

These new hubs are installed and maintained by BC Hydro at no direct cost to the City.

This EV charging hub will be at the planned Quarry Park in Royal Bay where a new Colwood Community Centre is proposed. This site was identified given the early development status of the site, the high projected future use by the public, and proximity to amenities such as schools and the commercial Commons.

Phase one will see the installation of 4 DC Fast Charger ports and 4 Level 2 Chargers, with the potential to expand to up to 20 ports of combined Level 2 and DC fast charger ports.

This infrastructure will help to prepare Colwood for Provincial Zero Emission Vehicle mandates that will require automakers to meet an escalating annual percentage of new light-duty ZEV sales and leases, reaching 26% of light-duty vehicle sales by 2026, 90% by 2030 and 100% by 2035. 

At last report, Passenger Vehicles accounted for 41% of Colwood’s emissions.

Expanding Colwood’s electric vehicle charging infrastructure is one important step toward the City’s goal of promoting accessible and affordable e-mobility, which is part of a comprehensive Climate Action Plan to reduce emissions and switch to renewable energy, increase community resilience, and maximize co-benefits to support Colwood’s quality of life and natural environment.
